THE RUSSO-JAPANESE CONVENTION;
In our last issue we published the text of the Russo-Japanese Convention defining the relative positions of the two contracting parties in Korea. The Convention was read in the House of Representatives by Count Ozʊxa, who, in so doing, delivered a lengthy, speech explaining the policy of the Government generally in Korea since Russia, Germany, and France intervened to prevent Japan from retaining posses sion of the Liaotung Peninsula. We shall reproduce the distinguished Count's 1415 speech in our next issue and in the mean- time think it well to mention the fact that the versions of his utterances as reported by the Japan Herald and the Japan Mail on the 27th ulto, vary considerably. and further on in the Mail's report of the proceedingsinthe House of Representatives we find Count OKUMA, replying to Mr. Komuro Juxa's question-"Does Count OKUMA still adhere to bls declaration that Korean independence must be supported by Japan alone?"—said "so long as an understanding exists between Japan, and Russia in connection with the maintenance of Korean Independence, no objec tion need be entertained. though the task be undertaken conjointly with Russla or even with other Powers." If this is not a memorable example of the skill with which the noble art of "backing down" is prasticed by diplomatists as occasion requires we should like to know what it is. We have carefully perused the Convention and fail to see anything in It that binds Russia to join with Japan In the maintenance of Korean Indepen- dence. It appears evident that Russia, in the hour of one of her most brilllant diplo- matic achievements, imposed on Japan just such conditions as a Power suddenly assuming the-rôle of protector and guar- dian of Korea would be likely to enforce. There is nothing la the document indicative of the recognition of any superior rights of Japan in Korea, neither does it admit that Japan is entitled to protect Korea. By this Convention the Japanese have virtually renounced all claims to the position of tutor and guardian-in-the-Hermit Kingdom, a position promptly assumed after the first guns had been fired that resulted in the recent war with China, and the great Northern Power is left complete master of the situation.
