From time to time one hears bitter complaints respecting the employment of foreigners on board British vessels, and almost every week one or other of our London, exchanges contalas some reference to this much vexed question. There is certainly good deal [$ to be said on both sides and at first sight patriotic Britishers are inclined to side with those of their countrymen who never tire of asserting that ship- owners who authorise their captains to employ foreigners in preference to British subjects are not only doing a great Injus. tice to British seamen but are also pursuing a dangerous policy which, in the event of war breaking out between Great Britain and one of the Great Powers, is bound to result in serious consequences to ship owners generally and to the British Government in particular, for the foreigners in British ships will be an element of danger, while, owing to the scarcity of experienced British seamen, the means of supplying deficiencies In the Royal Navy will not be as extensive as the exigencies of the bour might indicate as desirable.
