4. Your Excellency's proposal to burden the commerce of the part with a permanent charge on shipping of 21 conta per ion (estimated to bring in a sum of $113,000 per soném), In add of the gerealeverne of the Colopy when all, and more ihan sil, the expenses connected with the construction of all the lighthouses' have been defrayed and when the estimated cost of the whole lighthouse establishment, including cost of maintenance and repairs, amounts only to $16,870 per sanam, is an entirely new depar tord and to not in accordance with the very clear and distinct provisions of the Proclamation declaring Hongkong « free port,
It was pol unreasonable that when, for the casrenience of commerce, the Government of the Colony was called on to fúcar a large capliet expordifore in the erection of lighthouses at the request-mataly of the shipping interest, the shipping should provide the funds re quired. There is nothing unreasonable or to which your petitioners will object in un adequate charge on shipping to defray the expedres of maintaining buoys, beacons, and lights in and about Hongkong, but that ships Rod s'eamere should be taxed in aid of the general colonial revenus and to relfewn the inks. bltants from bearing their prop:z bardeas is wholly in disaccord with the chirseter of a fee port and is, we respectfully submit, apposed to the practice of the leading commercial nations. These buoys, beacons, and lights are maintained for the benefit of the colony and the profit of lit Inhabitants, and to attract trade and commerca thither, and the (nhabitants' not only have not boine one cent of the expenses of these construc Hon or maintenance, but it is now proposed that they should derive a direct profit from them.
5. We mach doubt if in any kighly civilized country has a dellberate sitempt trer been made to raise a profit revenue out of Light Dues. They have always been temposed for the expres parpose of providing for the contirvellon and maintenance of lighthouses, busy and become and for no other purpose whatsoever. It has happened that in the course of time the precise object for which light due has been imposed has been lost sight of and that a profit revenue has in fact been derived from 1', but so soon 11 attention has been called to the fact there has been an express disclaimer and a reduction of abolition of the charge. In the Dardanelles and Bosphorns such a discovery has recently been made, and the representatives of all the Powe ara prenstog the Porte for a reduction of the dues to an

We have furlber to point out to your Excel lency that the continuance of these Light Duer as a permanent charge la an injustice to Foreiks shipping, and will tend to deter vessels from coming to the port. The export trade from the East has for some time past been passing through a peried of very great depression. During the greater part of the last twalto months rates from the Stralis Settlements averaged from 5 to 8 par to, and from Ceylon about 7, and for same descriptions of cargo rates from China and Jagan have been low as 15. Intexport trade has sisa bɛen at r very low cbb for some time past and there is ma apparent prospect of any Improvement in the immediate future. Every ltem of expenditore has to be closely watched, and a comparatively small difference in the expenditure at a port may determine the course of a versel's voyage. Starmer coming out to Japan and Shanghai are no longer as formerly compelled to call at Hongkong for caala or stores, The great Increases in spred, the diminutios in the cos sumption of cos! and greater bunker capaclly enable wessels to make the voyage direct to Yokohama or Shanghal without coming inle Hongkang. The properties $2,416,174.08 as against $1.797736.54 on the owned by the Company stand in the books at 31st December, 1895, showing that during the year, principally in the latter hall, are have acquired property to the value of over $600,000, on which amount you will understand revenus was not derived for the whole period. Out of the total amount invested in property, I think it will interest you to know that nearly $700,000 represents the value of our property in an undeveloped state and consequently yielding no return at the moment, but which, in the coarse of time, will materially assist in swelling our rental returns. 7. We respectially protest against deliberate taxation of shipping frequenting the port for the benent of the general revenue of the Colony It is entirely opposed to the ides of a free port. It is an additional burden with no correspoeding advantage whalerce upon an already heavily burdened interest. Its tendency is in every doubtful case to drive away from the port steamers and ships which would otherwins call and necessarily spend money here, by percep bly increasing their expenses, at a' time when every expenditore has to be most minutely canidered and weighed. Sir-A copy of the petllen presented to His Excellency the Governor by shipping firms and agencies representing steamers trading in and in the Far East on the subject of the Light Daes having box forwarded to this Chamber, my Committee wish to express to the Goverment their most emphatic concurence in the views set out in that memorial.
The Chairman said':—Gentlemen, the sport and accounistwatch have been with youfles rome days, will, I have no doubt, be considered very satisfactory. The net retums for the year amounted to $12,134-39 as against $6,133.71 Lo 1895. This has been brought about by the larger number of tenements which have bean occupied since our last report, when the grous monthly rentals amounted to $1,809, whereas to-day I am pleased to inform you that they kmount to $1,367, leaving only 23 floors vacant as against 87 vacant Cours a year ago. Our net returns would have been still larger but for the heavy hiem of Insurance, the premium paid having Increased from $653.13 to $1,602.23, and repairs to the property amount to $1,197.30, this in a great tasure being caused by the Sanitary Board regulations. On the other hand you will observe a reduction in hatersst paid on our mortgage.al about $500, and I am ploried is be able to inform you that your Directors have made arrangement for a still farther redaction of interest for the next two years. The property is in good state of repair and your Directors hope that the dividend we now propose paying, vix, go cents as spalast 60 cents last year, will be deemed satisfactory and will not to be so satisiactory ma they have done during only be mainland but if the tenements coulou the past year we may look forward to pay a slightly increased one in the future. This w which was in increasing demand, and could only be cultivsted in certain parts of the world. Since their last meeting they had received various reports of a favourable nature from their geologist (Mr. Seehhorst) with regard to the prospect of obtaining gold in their territory. In one of bis Letters Mr. Seelhorst wrote that there was no docbt that the earliergus area of British North Borneo was to be measured by hundreds of square miles. The whole of the district through which the line would pazu abounded with excellent umbes, which might be expected to yield handsome profits in the fatore. Then they had a syndicate engaged in the mang facture at catch, and, they beard that it was doubling te plant in their territory. They had recently received a telegraphic summary of the estimates for 1897, These were exly trial estimates, and, thereiere, he could give them nothing deficite for the moment. He might mention, however, that they indicated a surplus. of something like £6,000. In reviewing the present position of the Company as compared with former years, he could not help being struck with the marked improvement that had taken place. The constant deficit shown in the earlier years between the revenus and expenditure, amounting to 62,ces in the first year, was gradually diminished, until in 1895 the balance was, for the first time, on the right side. The amount of that credit balance was men than doubled in the first hall of the current, year and if their surplus continued to increase kom year to year as rapidly as the deficits were reduced, they would not have much to complain of in another ten years. The volume of trade in the country was what they had to look to in order to find out their real had causs for allsaction. In 1895 the im- position and prospects, and with tila they Pots were $1,663,000 and the exports $2,130,000, while for the first six months of 1896 the imports were $898,000, and the exports 34,Br0,000, which was a very large increRMS, He believed they had now not only turned the Corner bat had made goed progress in the sight direction
