The British Ictriques to obtain either a polat on the Bosphorus, protectorate of Candis, or a paril. tion, lo her own advantage, of certain Turkish provinces, have been baffled; and is a start of fury Britain adopts a policy of lafsson faire, even inching to revolt and massacre in order to abow that nothing can be do«a without her. This policy every day involves the Uwas of Y. eral thousands of the very Armenians and Cretan for whose płotection she wishes to revelatianles the world. Although somewhat benambed, this hideous polley has awakened the conscience of Europe, and it would seem that Britain ere long will be called upon to pay up, in hard cash, the price of all her abuses, dentals, and strokes of diplomatic policy.

init., at a meeting of the local Governors of the island. The substance' of what he said is, according to the Reds Herald, as follows:--

Last year in june when the Formosa Can. tral Government was established, the whole island was yet in a state of confusion on account of the uprising of the mobs, supported by Chinese soldiers. Even in March of this your the state of things was still disorderly when the administrative regulations were issued and the Government plans dalarmized. With a view to the unification of the various administrative dies in the land all the departments werd brought under, the control and supervision the Formosan Central Government. Bat now the establishment of internal communication having been accomplished, much that does not concern the general interest of the whole İzland will be entrusted to local authorities. It is a mat ter of urgent necessity to have the lower offices filled by responsible natives so as to render the relations of Governors and people more fetitaste. To carry out this plan arequest should be made to the Diet for necessary appropriations. Its enforcement cannot well begin before April at the ensuing year. In order to ensure public safety, an increase of the police force is necessary in the Island. No one doubts that strictness and leni ency should always go hand in hand in the affairs of Goverment; bai I see mɛre necessity in this land of emphasising this principle than anywhere else. It is a lamentable fact that towards the Japanese in this land the natives seem to be eliber frightened or bitterly boatile. It is said that the chief source of this trouble is that most of the Japanese who poured in here upon the coscission of the war, being proud of their country's itlumph Aytr China, and imbued with the notion that this land had been added to their semitory as it consequence, have been treating the natives with intolerable cruelty sud bave been guilty of much violence even in dally transactions. Not only that, bet even. civil and miltary officers have carried their official authority to the extreme, and, upon the slightest sign of disobedience or a faint suspicion of crime, have arrested naives, put them in pst.on, and whipped them. The natives became petale. No means of escape offered. It seemed faille to plead innocencu or to question Japanese officers. The inevitable consequence was fear or boatlity towards the Japanese. It is of course a difficult matter to control in times like the present, but if the evils 10 left unchecked, buiter feeling of enmity will lay firm hold upon the hearts of the people and in the end they will be more and more Allensted. The lecal officers, therefore, shau'd be exceedingly careful on this point and do their best to remove every vestige of such evils, Whether officers or civilans maltreat the natives and do them harm they will be strictly punished ar offenders against justice and a disgrace to the national honour. Regarding the native customs and ceremonies which they have inherited from ibeir ancestors and reverently observe, some may have so deeply saturated their minds an to become unlettered laws to them. Of course, if any of those contradict our national custome and prove to be detrimental to the public ture, it is therefore minoted will be Yean administration they should be probibfied. Their Excellencies Lo Féng-lo (Sir Chỉ Chên) Minister-desigente to Great Britas, Italy and Belgiom, and Wa Ting-fang (Ng Cháy), Minis- ter-designate to the United States, Spain and Fera, have both been given the bieret rank of Court Officers of the 4th grade, the possession of which metropolitan rank will give the holders the privilege of memorialising direct to the Throne, although the custom so far observed has been for Ministers abroad to send their memorials to the Taungil Yamês, who memo- rialias on their behalf. Both the above-named Ministers expect to pass the ensuing winter at their homes, the one la Foochow and the other la Hongkong, and will probably start for their new posts by Apell next. Lo Feag-lo was not recommended to the Throne by H.E. L Hung-chang, his patron, na is generally sup posed, but in reality the farmer's sponsor la this instance was H.E.
