Gilffin's mactical serler, which has been designed to meet the growing desire ou the part of officers in the Mercantile Marine for a more 'scientific Insight lato the principles of their profession, and the sciences on which the art of navigation is founded. The treatises are for the most part written by sailors for sailors. The object of the Author in the present work is to present to the render in a simple manner some of those pro- blems that relate to the finding of position at se by means of altitydes of the sun or stars.-Ne-- attempt is made to go beyond this; the student el navigation must refer to more complete treatises for a mastery of the subject. The diagram's and examples can hardly fall to convey a defalte conception of the principles underlying the methods adopted fer delamining allude and longlinde at sea.

In an Interview with a representative of the Mr. Hayashi, the Japanese Miclster to China, who is now on leave in Japan, is reported to bave sinted that Chios is not to impoverished as she la generally supposed to be. Even in the places most affected by the lale war, business is thriving at present and the effect of the only lightly noticeable. Many Japanese, and the Minister, entertain a idea that the Chinese Geveroment is weak and effemlaate, and that all her foreign polley is determined by two or three strong powers. THE FATAL ACCIDENT ON THE

FRENCH MAIL BOAT.

SPECIAL ACCOUNT BY A PASSENGER,

The following letter, written abortly before the Saghallen srrived at Salgos, was published by the Singapora Pria Press on oth instant, copy of which reached us to-day. Being the account of an eye-witness it is of special interest as furnishing details not hitherto obtainable from French sources ;—.

China Sea, on board the Saghallin,

2nd December, 1896.

You will no doubt hear in due coursa by wire of the accident on board this steamer. As you

may not have, however, full details send you these lines wrillen under some little difficulty, ai the boat is rolling to some extent. If you care to publish the details you are welcome to them

The Soghallen left the Borneo Company's Wh, Singapore, at 830 am, on Sunday, the weather being then all that could be desired. Throughout the day and night the sea was smooth as a looking-glass. There were a con- siderable number of passengers on board, inclod-

tag many ladies, with their husbands and chil dren, ten Sisters of Charity, and several priests and Christian Brothers for Salgon or Toukia. The other passengers were for Hongkong, Shaughel, and Japan. On Monday morning the bretxe freshened and the sea became "choppy. nevertheless the old steamer rolled but alightly thus confirming her well-known reputation. of being good sea-boat.

Everything went on merrily until about five minutes past 6 pm, when, as the passengers were assembling in the saloons for dinner, a load report, like that of a cannon being fired, startled everybody. The report was immediately followed by the extinction of all the electric lights, and

the roaring escape of tremendous volumes of Razsta pat too strong a pressure upon her, consteam and smoke from the quarter of the stoke- sale England, and if England were to try the hole and engine-rooms. This caused a general same coercion she might consult Rurals, but she stampede by the alarmed passengers to the will not take their advice imprudently, and apper decks, and a panle would have followed any Power makes too harsh a demand upon her * she may, instead of calmiy obeying any such

but for the coolness and presence of mind of the

officers of the ship, who, whilst attending to their respective duties on such sa ominous occasion, could yet find time to pacify the minds of the passengers, especially of the ladies--who were naturally much agitated. In the latter work, even the gardens and femmes de chambre bore a very creditable part. In a word, the discipline on board was perfect, although it could be seen in almost every face that he or she was anticipating watery grave, for, at the moment, and until the rash of the steams had abated, It was impossible to find out precisely what was the cause of the explosion, the general belief being that one of the bollers had burst.
