We publish in another column a short article by Mr. FREDERICK GREENWOOD on the Far Eastern Question, in which he Jooks upon Japan as certain to become, if she is not now, a powerful factor in Rus- stan policy and a powerful aid to Russian progress, and in which he charges our Government with a lamentable" short- sightedness in not supporting the Empire of the Rising Sun against the Russian, French, and German alliance, when the fatter powers coerced her in favour of China to surrender the more valuable portions of her conquests in the late war. With Japan as a friend and ally Mr. GREENWOOD regards the Russian and French naval power in these waters as Irresistible, and we should be Inclined to agree with him if we thought such a combination possible; but we do not. The Japanese know well that our disappearance from their waters would mean their Immediate absorption in the Russian Empire, and that is a fate they have no desire or intention to court. They will never forgive the nation that has driven them from Korea and has deprived them of the Liaotung - Peninsula, and it needs no treaty to bind them to our side In the event of England and Russla coming to blows out here. For many a long day Russia's need will be Japan's opportunity, and we may trust the latter to make the best of it.

that we are rather astonished at the omis- sion of all mention of it. The utterly inefficient staff now posing as medical practitioners in the Tung Wah can never be improved out of existence until some provision is made for training their suc- cessors in Western medical science. That must be done either by the present Chinese College of Medicine or by a Government school. We are strongly in favour of the former.. It is established. It has already done good work. It can, unlike a Govern- ment institution, be efficiently and econo- mically worked: An expenditure on the part of the Government of 840,000 or $50,000 will revive Mr. BELILIos' offer of a site and a suitable building and set it completely on its legs. A Government medical school could not be opened under three years, would cost a mint of money to construct and maintain, and would never be efficient. Every two or three years there would be a change of men and a change of measures. The only really practical suggestion for the conversion of the Tung Wah into a hospital where the Chinese sick can be treated with a view to their cure, and not to their burial, is contained in Mr. WHITEHEAD's recommendation in his very able report on the Tung Wah, that the Chinese should be required within a reasonable time to pass all their medical men through a course of Western scientific PRICE LISTS, with Full Detalls, to be bad on study; no interference with their practice, no foreign doctors or foreign methods of treatment forced upon them; but only that they should take the necessary mea- sures to become acquainted with modern medical methods, to adopt them or neglect them afterwards If they thought fit. "If a medical school is established in Hongkong that programme can easily be carried out. If not, then the community and the Government are solely to blame for the daily murders in the Tung Wah and throughout Hongkong.
