educating the people of Formosa and of lifiing them up from out of the slough of darkners and Ignorance in which they were kept by their Chinese rulers. In addition to the good effect of 11e spread of education among the masses, it will make the task of Government much lighier and remove many of the difficulties that would otherwise be experienced, for the masses are bonad to recognise the efforts of their new rulers to Improve their condition in every way possible. The first step was the establishment of a school at Pachina in August, 1895, for the study of the native language. For this work "Conver11- lon" books and vocabularies were comelled, and the school was attended by young members of all the leading families Several examinations were beld, and in October there were so indent: in the school, divided lato three classes. The first class examination, and they are now being taught canslated of those admitted at the first entrance Japanese at the Government expense. In the second class are students, chiefly admitted at the second entrance exam., together with some who passed the first, and whose knowledge of Chinese classics fits them to be employed su teachers or clarks after a few months' instruction. The third class consists of young boys, admitted: at the third examination and having little knowledge of Chinese. With thpun the test is to be made as to the best manner of teaching Japanese in common schools. In October, 1895, the first class finished Its couras of study and certificates were issued stating that the bolders were able to speak Japanese. Many of there students are now successfully employed as teachers or clerks and are doing their duties well
