The second letter, by Admiral ELLIOT, suggests the training of our Naval Re- serve men on board their own ships Instead of placing them for a short spell of service on special training ships. The writer proposes that the owners of our best merchant steamers be subsidised on the following conditions:-(1) That theyH Imporial Highness Prince Arlangawa | Robinson being engaged to-day in the Supreme carry only British subjects (2.) That they will carry a suitable gun, a few rifles and a small quantity of ammunition, as well as a gunnery Instructor; all to be provided by the Government. (3.) NOTES AND COMMENTS.

In this issue we publish two most interesting and sensible letters, one on "Our Military Organisation" and the
"Merchant Steamers, On Training Ships for the Royal Navy," from the Edinburgh Scotsman and the London Morning Post respectively. Both letters should be of particular interest to our readers from the fact that most of them have had the opportunities given by travel of mixing with other nationalities and judging for themselves the truth of the statements set forth, which comparatively few of the stay-at-home Inhabitants of the United Kingdom are able to do. The first letter points out, in a most lucid manner, the weakness of our present military organ ivation from the over-rating of our volunteer. forces, which, although for
