SOME discussion has taken place among Japanese shipowners as to whether the strict application of the Navigation Encouragement law; may not hinder the development of the steam merchant service of their country. According to the provisions of the law, steamers, to be benefitted by the law, are required to havo Japanese as their captains, but, says the Yokohama Advertiser, it is impossible at present to find Japanese captalam`who have sufficient experience on the foreign lines, and even if they could be found they would not command the confidence of lusurance companies in foreign countries, which is necessary if the lines are to be made profitable. In the present stale of affairs the shipɔwnɑrs are therefore forced to engage foreign capialas to insure against loss.
