CRUSADE AGAINST OPIUM DIVANS.

ARE THEY COMMON LODGING HOUERS ? At the Police Court yesterday, before Hou. Commander W. C. H. Hastlege, an important case respecting the status of opium divans was heard. The keeper of an aplam divan at 10, Cross Street was charged with keeping = ledging house without a Bcence. There were twelve other simliar summonses agalast keepers of oplum divans, all of which, are licensed by the Kwong Fook dross opium farmers, to whom the premises are let out by the Oplum Farmers.

Dr. Clark, Medical Officer of Health, appeared on behalf of the Sanitary Board, and Mr. Danny appeared for the dross oplum farmers.

Sanitary Inspector Cotton spoke lomsking two midnight viilis to 10, Cross Street, ens on the rith fast, and the other on the 15th inst. On the first occasion 46 men were sleeping in the house

and on the second occasion a men werd sleeping.

In answer to Mr. Denaya witness sald ho made two visits because the Ordinance contained the words "usually occupied by over ten men." In March last be summoned several keepers for a similar offence, but the summonses were dismissed.

Mr. Donny That is not the charge. The opium farmers are quite ready to take any sug- gestions from the Sanitary Board as to the management of these places. What they object to is these places being called common lodging hautes. It there is any overcrowding or any thing of that sort, or any regulation which the Stoliary Board wishes to enforce, the oplum farmers will do their best to see that, it is pro perly carried out. They do not want to be farcet to register as a common lodging house, and that is the only offence with which they are charged,

Dr. Clark-In reply, I say that of course we have taken out a summens for keeping thest places without a ilcense, but we do not with ifcences to be taken out for oplum divans ; wo wish them to be used solely for the sale of splum and not as sleeping places for coolles. The Sanitary Board considered this question some time ago and they decided they would not lane any regulations for oplam divans, but would bring them within the Ordinances and by-laws of the colony, and for that reason we `have taken out these summonses,

THE SANITARY BOARD SUED,

The Wong Lee Yuen firm sued the members of the Sanitary Board for damage caused by illegally removing cocklofis from the firm's premises and damaging goods stored therein. The loss was valued at $1.000.

Mr. J. Hastings (of Mr. V. H. Deacon's office) appeared for the plaintiff firm, Mr. A. B. Johnson, Crown Solicitar, defending. The case was tried before a special jury composed of Messrs Chantsey Tachbald, G. B. Dodwell and E. Osborne.

Mr. Inchbald upon being called asked to be excused owing to great crisis in banking affairs. He said there had been a fall of penny in ake last few days, bat he had not been able to `Issue his instructions for the day, and that it was of vital importance that he should attend to bls work to-day. He pointed out that it was an exceptional occasion and pleaded to be excused.
