The rebellion is now entirely suppressed and peace is restored in all parts of the island. Trade is gradully improving, and will soon be in its usual condition at Talwanfoo and other places.

It appears manifest, as the Daily Prerrcations to suit local circumstances, points out, that the Commission will have to devote a good deal of time to the con- sideration of a comprehensive scheme for the housing of the working classes and that therefore it will be necessary to look well into the future, because the population of the colony is increasing and it is con- ceivable that in the near future It may Increase by leaps and bounds. It would be waste of time and space to speculate on what the Commission will do, what it should do, and what it should not do. The Commission is composed for the most part of gentlemen of wide experience who have. very large Interests at stake in the colony, who can be relied on to leave no stone unturned to master the subject thoroughly and make suggestions calculated to result in permanent benefit to the colony, and to whom in virtue of their long residence in the East and their wide knowledge of the commercial, social, and political affairs of Hongkong-the tendering of advice would be as ussieas as the transportation of Tonkin coal to Cardiff or the shipment of Mongolian sheep' to Australasia:
