The management, and direction of the Com piny will be in the bands of Messrs. FRANK DALLAS & Co., as General Managers, but subject to the supervision of the Directors.

The plans of the Mill Haildings are being prepared by a local Architect, and as soon as the Sbaras are allotted, the buildings will be commenced.

in the stories that reach us from Formosa We feel strongly disinclined to belleve

with reference to the treatment of the natives and of the Chinese settlers there by the Japanese. We do not think it at all probable or in keeping with the Japanese character that men, women, and children should be wantonly outraged and murdered, and that property should be needlessly pillaged and destroyed. We are of opinion that in every case+there would be found, on examination, great To exaggeration as to the actual facts, and a very considerable amount of suppression in regard to the circumstances that led up to and attended the event. In every case we feel sure that there has been great provocation and that there has been,, from a military point of view, justification for all or nearly all that has really been done. The Chinese settlers in Formosa are la rebellion against the Japanese. They have not acquiesced in the cession of their country to Japan. They are, on doubtless, encouraged, if not alded, by emissaries from China. There are still among them numerous parties of Chinese soldiery and of the "Black Flags" from the frontiers of Tonkin, with their preda- tory habits and ferocious Instincts, and with the experience in guerilla war- fare obtained by them during ten years of incessant struggles with the French. The Japanese have, unfortunately for themselves, Insufficient forces in Formosa to hold the island in complete subjection, and they have very many difficulties to contend with in the climate, in their igno- rance of the language, in the universal
