Li Hung-chang made a significant and diplo. matic reply sa to the state of things between the Chinese and England:-"It is difficult for me to say until after my trip to London." He emphatically denied that any treaty had yet been concluded between China and Russia as to the extension of a railway across Manchuria. In fact, his business in Europe was not at all that of concluding treaties of any sort, but solely to observe and to carry back useful information.
