Londas Dally Chrontal expresses the opinion that "the rapid advance of Rusia in the For East presents for Great Britain a grave problem," and adds, in a caustic and carefully thought-out leader From the openlog of Chlas to the cutbreak of the Chino-Japanese power, both in arms and in commerce, in that war, Great Britain held the position of paramount part of the world. Slace the latter event, how. ever, we have fast been losing that position. With Russia's desire for no ice-fres port we have every sympathy, but Port, Aitbar cannot be that jeopardy. The sooner this fact is conveyed to the part without British Interests being put in knowledge of Prince Lobanoff, the less scate will the subsequent segotiations become. Moreover, our naval strength in the Far East is not what it should be, in 'view of the rapid. development of events there. For the fist time la our history we are distinctly the second Power at sen there, and in vlow of the Franco-Russian alliance very much the inferior Power,"

THE ATTACK on a germAN OFFICER AT NANKING.
NARKING, Jone 8th. The case of Mr. Kraase, the German officer who was wounded by Hanan soldiers, is now settled; eight soldiers have been bambooed and Tha four others have had their cars bored! Colonel in charge of the camp, Têug Kl-ish, has been dismissed from office, and the Viceroy has already memorialised the Thronefor his degrada tion. Mr. Kranza has almost enitrely recovered from bis injuries, and is to-day leaving for Shanghai. It is understood that there has been, no pecuniary compensation except the restoration of the watch and revolver which the officer lost during the struggle. The two German men-of-war were anchored off the clty,” for a few days, hat their presence does not seem to have affected the case, for the Vicemy had determined what ought to be done befora their surival. The fiult of the soldiers and their officer Teng was so apparent that no, attempt ta screen them would have been parsible. Tha attack was purely malicious. Had more prompt ness been exercised on the part of the Chipere officers the affry might have been avoided. It seems that the German &fficer found It Impos sible ta diill his soldiers to the narrow place within a camp which had been assigned him. He applied to the Taoul to charge of the Army Administration, Talen, for permission to use the vacant ground Immediately beblad the Viceroy's yamen and in front of two campe of the Viceroy's brigades. This permission was girou by. Total Talen, who had no power to do so. When Mr. Krause took his men to drill there on Saturday, May 30th, Colonel Téog objected and protested to General, Lin, On Monday morning the Germ officer again took his men to the same place and drilled on the same ground, Colonel Teng, agsin drilled them while the Huuan soldiers were yelog informed his General, who at once wrote to Two- tal Talen telling him not to use the ground. This despatch was received by the Tanu -1 about 12 o'clock noes, but for some reason was not communicated to the Germans till about fire o'clock in the alternoon and too late to prevent treable, for at four o'clock the attack took place. The weakness of the new samy organisation, must be apparent to all when it is seen how careless it is in giving orders and how slow in cantermanding them. Such methods of reform will not command the respect of anyone, and are worse than the ordinary old methods.
SHANGHAI, June 6th. We learn from Nanking that it is considered that there is not much to investigate in the recent frocar in which Mr. Kindle was so seriously wounded. It appears to have been an outcome of the standing disente as to the powers
of
Major Barou A. Relizenstein. He gave the orders for the German Instructor to drill on the parade ground la question, sad the Chines General of the camps there insisted that he had no right to do so, as the drill ground: belonged to his men. It is understood that the Viceroy Lia is much disposed to send all the Germans away with fall pay up to the end of their contracts, and this he will very likely now do. There is a certain want of harmony. we understand also, between the Germans thems
