If Reuter's telegram published yester day represents a fact and not a mere rumour or ballef we are distinctly nearer to war, and to a great war, than we have been at any time since President Cleveland threatened fire and sword If England did not at once consent to submit the question of the Venezuela boundary to arbitration. It would have been mean and discreditable to have given in on such a question and to have submitted to dicta- tian, but even If we had done so and withdrawn from the entire territory in dispute it would not have hurt us or affected any material interest in the least. MR. MCCALLUM EXPLAINSL

Mr. McCallum wente as follows

With reference to Mr. 97. Danby's letter in the English daily papers of the Colony I think t desirable to lay before you the facts, in so far 29 the remarks therein refer to me personally.

On Saturday afternoon Mr. Ede called at the office and sold that Mr. Danby had made certala defioltà statements to him, declaïing that in had been left while in other those over 8 feet ta certain houses cocklofts only about y feet higa helght bad been removed. I asked Mr. Edo il he would be good enough to g and see those and il possible got Mr. premises with · me Danby to accompany uz. Mr. Danby connected, to go and we went.

Mr. Danby went straight to a narrow street which is called "Egg Lane" bat which is really Wing Sing Street. We went Into four shops in the back part of which there were eckloits about feet above the ground floy, Bearing in mlad that certain cocklofts had to have a clear spice of 9 feet below and 8 feet above, I remarked that the cocklofts we had just looked at appeared to be litegal, but that before making any definite statement, I would refer to the notification demilog with the subjst of granting permission for the continuance of cooklofts. This I invit because the notificatioos are no: long retained correctly in my memory. Mr. Danby then weat to No. oo Bonbam Strand and showed us that cocklefts standing over 8 feet from the floor had been removed, When leaving these two premises we were asked to enter a shop where some helving have been remared the reason for which removal be did not understaed.

him as to how he read the notification and the construction he put upon them. This he did at once and without the slightest, hesltatlon showing to me that he was perfectly conversant with this part of his dailes. I tork him with me and re-visited the promises which Mr. Danby had shown to Me Ele and mra:if the previ^us afternoon. Whilst making this second visit I told the tenent of No go Bonham Strand to "call at my offics and I "wou'd explain to him the reasons for the action taken and which be so glibly, profesad sot to understand.

Colonial Office."

May 15th

Sir-1 sm directed to forward for the loform tion of the Sanitary Board the enclosed letter addressed to the China Mall by Mr. W. Danby

on the subject of the cleaning of the city, and to state that his Excellency the Governor desires that a strict enquiry, may be made at once into the alleged irregularities and the result of the Investigating reported for his information. I have, etc..

(Sr.) J, H. STEWART-LOCKHART,

Colonia) Secretary,

The tenant of No. go Boham Stand called to see me on Monday together with seme 'x or seven others. I carefully explained to removed, viz, that they had a combination of them the resson why their cockloirs had been cubicles and cocklofts and that the cockists had not the space below them which the law demands. They seemed to clearly comprehend the position, Suse of them said they wished to re-erect their cacklelts and they were told there was no reason why they should not re- celve permission to da so in accordance with the law if they applied for each permission,

One of the men talked very valuably about the damage to his goods which he estimated at $1,000. I told him he had better specify the actual damage done and apply for Compensation, but that $1,000 was a coolder. able sum of money and be would have to show clearly and distinctly how he arrived at that round figure. He somewhat imperatively replied that he would make a claim, but that if the Beard would not accept his claim la foil ha would put the matter in the hands of his solicitors. I at once told him that if these were bisviews he had better go to his solicitar at once and let the polat be determined in a court of law, and that I selther could nor would listen to such statements from him.

It is perfectly true that on several occasions when Chinese came to this office expresslag a desire to clean their own premier X have told them that was just what I wished them to do, and subsequenily to keep them clean. I have on such. occasions given these people a memo addressed to the cleansing gang telling them
