S.-In case there are persons suffering from Plague on board, the vessel'shall not come nearer to Shanghal than the limit named in the preceding Rule 2 anill the instructions of the Inspecting Officer have been carried out and a written certifieste to that effect furnished by the To arcting Officer to the Commanding Officer of such vertel.

6. Every verset bound to Shanghai from Infected port, and being detained on account of ber draught, er for any other reason below the Woosung Toner Bay shall, if there are any pe-sons suffertag frem lalecitous disease on board or if there have been any deaths on board, from fretion's disease darlög the voyage, be governed by Article 11 of the Harbour Regala- Ross for Woosung, as regards her anchorage. Provided, however, that, in the case of such vessels as carry duly qualified surgeon, passengers and their baggage may be transferred to steam tenders at Warung, alter all precautions necessary to pre. vent the spread of contagion by the same have been carried out under the direction of such Bargeon, and the fact daly certified by him, in writlag, for the information of the Harbour Authorities of the port; but every tender con- veying passengers and/or baggage as above must stop two-miles below the Lower Harbour Limit of Shanghai for Inspection by the Health

Doctor of the Hohensollern is under appeal, and we have therefore no opinion what ever to express on the propriety or other- wise of the conviction or.on the evHence. 1739 But we have and may express an opinion, as to the punishment awarded, and our opinion is a very decided one. The sentence is as far too heavy in this case as the sentence in the case of the Russian officers was too light.
