Hongkong, 13th November, 1894. Sir,-At the interview with which you were so good as to favour me on Thursday last, I took the liberty of calling your Excellency's attention to the very limited extant of the colony's territory on the opposite mainland of China to the very close proximity of the Chinese boundary line to the harbour and city of Victoila and to the forti- fications that defend both; to the very great danger to which, in time of war, the colony would in consequence be exposed; and to the very great inconveniences we suffer, even in time of peace; and I ventured to suggest for your Excellency's consideration that the present was a most favourable time for obtaining, if possible, re-adjustment of boundaries and an extension
ventences and preclude these dangers in the future.1 further suggested that your Excellency might uselolly cail the attention of the Govers ment in England to our pastilon; to the dangers allendant on it, accentuated as they have been by recent events in China, and to the opportunity now presented of improving that position by negotiations with the Chinese Goverament, Your Excellency was so good as to approve of what I said and to promise to forward and sup port any respresentaitons I might make to you In willing on the subject, and that you would be glad to have them set forth at length, with the reasons in support. I had discussed the matter about a month previously, with the bancorable the Acting Colonial Secretary, but only in brief; and I now hug to submit to your Excellency's consideration ■ full statement of the case as it appeats to me, and of the many sensory that seem to me to concur in rendering It desirable that an effort should be now made, and a vigorous effort, to enlarge the boundaries of the colony, not for the sake of territory, bui wholly and solely for the sake of its more efficient administration and protecilon
|
Now is the opportunity to recilly our föntlers in all these points. War is actually raging between Japan and China, and no hostile opeta- tlans can be tolerated within sight of the city. The Lycemoen must be closed to the fleets of war between England and any European powers That possibility has become so apparent Dow that preparatlens are being made to meet ft. Those preparations must include measures which prevent the prezent neutral walers close round our boundaries, and neutral territory, from being utilised against us. The necessity for an adjustment of boundaries is being praised home. Chiar cannot, and have before polated out, reply that she is able, even if willing, to enforce her rights as a nevtral and to protect these neutral waters and tenitorles from hostile aggression. The same arguments that prevalid in 1860 must prevail now. We want now only what we wanted then-what is essential to the safely of the colony, What was coough then has become, from the changes in weapons and the alterations in modes of wariare, wholly | Inzufficient now, and we must have more. How much more, it is for the naval and military authorities to say but our boundaries must be so |-extended that the city and harbour are absolutely out of roach of the sight and range of soy hostile gans, and that we have complete com- mand of our own waters frons all-nider,
