We suggested the other day that it was time that the Government took some decided steps with reference to the plague, and formulated some definite plan of action. We publish to-day the detalls of two cases that have been furnished us on good authority, with a view to showing that there is a want of promptitude and energy on the part of the officials at present charged with the superintendence of the public health and that some change is desirable. We cannot, of course, vouch for the perfect accuracy of the detalls. If any portion of our statement is incorrect we shall be happy to publish an amended statement. If the facts we narrate are true there is something very seriously defective in the Government's plan of

action.
