St. Andrew's Hall, likewise, was repleadent with very similar shields and banners, while a Warden's pedestal was placed at one ead. The band of the Rifle Brigade was stationed in a pretty bower erected in the eastern doorway, this position being great improvement upes the central door, and the absence of the clumsy band-stand too frequently in evidence heretafora being an admirable lanovation. The pretty bower formed of carefully festooned greenery, with a low railing hidden under foliage, and bung with Masonic aprons, belog by no means the least among the many interesting portions of the decorations.

A long programme was carried through with great success. The Government of Indie; in replylag to the Bombay mlllowners who bave protested strongly against the proposed revision of cotton duties, and who plead that whereas the Import duty on English goods is reduced 30 per cent, the excise on Indian manufacturers is increased 150, and deny the alleged difficulty in discriminating the counts, say the question to be considered is not only the difficulty in the discrimination of counts bat the exemption of low colton goods from all duty; it gives these goods a comparative advantage in the market, which tends to divert the existing trade from Manchester of finer goods to the coarser gonds.”
