RUSSIAN ŠPIES.
Three Russian officers were convicted at the Police Court this morning, of tres- passing on Crown Land and of making sketches of certala fortifications. Theywere found to be in possession of plans of Hongkong and of sketches of the Ly-es near the Docks. The plans and drawings mun forts and of the batteries at Hungham,
were confiscated and the offenders were fined go each. About four years ago 1303 some German officers were caught in the neighbourhood of Vladivostock similarly employed. They are reported to have been condemned to the mines for life. Twelve months ago a young American was fired in the Police Court here $100 for sketching near Belcher's Fort. Why were these Russian officers let off so easily? They could not plead ignorance of the laws of war, and of the pensites Inflicted on spies wherever found; neither could they reasonably set up the excuse that their only object was pleasure, They are professionally interested in such matters. They should have been sent to prison without the option of a-fine, and the vessel they belong to, the Vladimir Monomach, should be ordered out of the port at once and never allowed to re-enter. provided by the Ordinance are in our opinion much too small to act as deterents, RASPBERRYADE, &c. but Insufficient as they are they ought to be strictly applied and vigilantly enforced.
