KEYSTONE CHAPTER.

The proceelings commenced sharp at 5 p.m. with performances on the horizontal bar, in which Messrs Arthur, Heyward and Pitacco displayed remarkable priciency. The ilage competition was the nexì number on the lengthy programme, Messrs Ather, Plesceo and Figueiredogically distinguishing themselves in several very difficult exercises, more especially In the "hollow_back" performance, which re- quires constant practise and great muscular development. This event was followed by a very bighly finished and clever exhibition of Club Swinging by Seret. W. Smyth", R.E., which was

· well worth witnessing and evoked almost continu- ons and very well merited.sopla or, The rest of the exercises conslated entirely olboxing, Meats Figueiredo and Silva Netto stepping into the ring to relie the feather weight competition. ASWIT expected, the 'ough Bule Figneirzda was too much for his wiry ogodnent, and in the second, reand get his tight in on Neito's frontispiece with soch force that contass flow of "cliet" was tha immediate result. Norblog daunted, however, Netlo struck to his men and gitle one or two bot uns on his opprinen' fice, but as he got about 2 to 1 he soon inoked like "closing for alterations and repatrs", and when time waS called what was left of the gami ilitle bantam relfred to either the dressing room or the bar, probably the latter first for a refresher,. Pirates Damfield and Simmoss then toed the mark, and greatly amused the 'spectators fo the furion rounds, Bamfield getting rather the better of his iparring partner. The next bout was between Corpori Glibert and Hayle, miidleweights, who wentel it hammer- and-tongs, the exchanges heing rapid with H.P.M. Ex. Comp. A. W. Bailey arpeared in such good form on Thursday that many expected him to eally "get away" with Mellor, but the latter, a thoroughly game Scottle, light in most determined manner, forcing the fighting from the start, and it is generally cosceded that be had rather the best of the first two rounds. Is the third and final round, however, the gratuitous Interference of Mr. Gedre marred the proceed lars, the result being that Mollison took off his gloves and left fee ring. Mr. Gedge was, we believe, timekeeper Bly, but he suddenly called прод the contracts to "box and not wrestle." Mellison took umbrage at this and left Mr. Bailey in possession of the ring, the latter thereapon being declared the winner. The Judge's' decision appeared to satisfy the majority of the spectators, but not Mr. Bailey, who addressed the onlookers, expressing his earnest desire to meet Mollison in a fresh bout before a final decision be given. With all dae deference Mr. Gedge, who doubtless thought thera hað hen too much clinching, it is only proper that i should be placed on record that to his' interference is due the fact that most interesting costest ended in what was to all intents and purpes a complete fixsco.

At the Regular Meeting of the Keystone Royal Arch Chapter, held at the Masonic Hall, Shanghai, on the 15th ult, the following officers were appolated for the curent year :---*

The competitions at an end, the Governor delivered an amusing speech before distributing the prizes, thus voluntarlly adding an item to the

J. M. W. Farnham, 1. Gould,

THE MASONIC CHARITY FUND,

Liverpool, December, 1895. SIRA Naval Court Martial has just beep brought to a conclusion, sad the Commander of one of Her Majesty's shine as found guilty of "herarding his ablp by negligence and default, slated entirely of Naval Officers, many of whom were doubtless the defendant's personal friends, and the President and prosecutor both gave evidence'as to his high standing heretofore. The evidence was, however, tos strong to be ignored, and he was sentenced to "forfeit five years seoturtty, to be dismissed his ship, and,be severely reprimanded," Now this sentence sounds severe, but in reality, and considering the nature of the offence, there is not much In it. The reprimand will soon be forgotten; be is dismissed his ship, but not the service: his pay will go on, and there is little doubt that he will soon have another ship; and, xw to the it slightly affecting his pension when he retires loss of seniority, well, there is just a chance of

from active service.

This is one case; now let us take another case. Quite recently a fine merchant steamer was, Whilst getting under way la crowded port at night time, stranded on an outlying reef. An inquiry was held by a Naval Court, constituted under the Merchant Shipping Act, and, whilst complimenting the Captain upon the order and discipline, which prevalled on board his ship, the Court suspended his certificate for six months because he commitled "an error of judgment in not starboardlag his helm a little sooner than he did in order to clear another ship, and this suspension of bis certificate means professional ruln for life.

Compare the two cases! A Naval Comman der commits the most heinous offence of being abip, and le punished by being merely set back drunk willst In charge of and manœuvring his

attle in his.seniority, whereas the merchant Commander, being a man of long experience, onimpeached character, and whlist at his post doing bis daty with care and diligence, mistakes bis distance in the dark and is rewarded by and no hope for the future ! Had he been drank absolute professional rain; he hasnoship, no pay,

when this thing happened his certificate would certainly have been cancelled; there would have been bowl of Indignation throughout the country, and discredit would have been thrown upon the whole profession,

My purpose in writing this letter is simply to polat cut the differential treatment which is meted out to members of the two Services, and thus to obtain the sympathy of the press and the public for that much oppressed class, the Captains and Officers of the Merchant Service, Such sympathy will go far to aid in the stoppage suspending certificates for simple errors of jutg. of the cruel practice which now prevails of

ment. It matters not whether the suspension is for one month or twelve months, it means practically life-long professional rula, I am. Str,

Yours truly,

JOHN G. MOORE,

Secretary.
