It may be considered that a certain sinister signi- ficance attaches to the presence of a Russian, Squadron on one side of a Chinese peninsula while a Japanese force occaples fortified harbour on the other, especially in view of the fact that Japan's occupallon is temporary, being dependent upon the complete payment of the War Indemnity, and that the supposed object of Russia, is to exclude the Japanese from all positions on Chinese soll. In the House of Lords on the 17th alt, before, the Lord Chancellor and Lords Watson, Davey and Shand, arguments were heard in the case of the San Paulo (Brazilian) Railway Company . Carter, which involves a question of consider 'able public Interest, whether the appellants are liable pay taxes with respect to money received Abroad, Sir Edward Clarke opened the case on behalf of the appellents, and explained that the company had its office in London, but carried on its business bread. The total profit of the company's work Ine was £390.000, of which 191 000 came to this country and was properly serred. With respect to the difference, which was not brought to this country, but was for some purpose or another left in Brat, the question arose whether it was taxable or not. Sir Edward contended that, although it would be tax-hle if brought to this country, it was not so taxable when left in Brazil.

ST. LOUIS, November 2nd, Dan Stuart, the Dallas sporting man who tried to bring off the Corbett-Fitzsimmons mill and who received such severe setbacks to Texas and Arkansas, passed through St. Louis to-day for Chicago and New York. He announces that he will see James J. Corbett in the latter city and urge him to agree to meeting with Fitzsimmons near Juarez, Mexico.
Stuart says he does not accuse Corbett of cowardice, but adds that the champion refuses to meet Fitzsimmons on the preposition he will submit, it will be difficult for Corbeit to explain to the world what he means by his zaten.

The present supplementary convention shall be ratified Immediately by Hú Majesty the Emperor of China, and after it has been ratified by the President of the French Republic the exch age of ratifications shall be made at Peking with the least delay possible.

THE LIBRARY, Mr. Nedhart presented a valuable work in valames entitled "Pharmaoculische Centralhalle" from 1880 to 1891, and forty-three works printed in Hongkong have been placed upon the shelves. A bome paper reports a highly interesting experiment now being carried out at the Leven. shipyard, Dumbarton, where the yacht Shark is having her bottom covered with an electric deposit of copper. Temporary baths, filled with a specially prepared solution, were built on to the sides and bottom of the vessel, and with the aid of a powerful dyusmo the copper lu deposited on the steel hull at the rate of three ounces in six hours.
