· Hongkong, 30th N‹rember, 1898-

Aano particular urgency existed for the ping of the Hill to amend the Bombay Civil Court Act, the meeting of the Legislative Council at Poosa last Friday may be regarded as having been mainly convened with a view to enable tbo non-official

members to address questions to Government, Thin in a antiafactory indication of the readiness of Lord Sandbarst and his colleagues of the Honourable Board to give Information upon points which are uncertain, and to explato, when it is for the public Interest to do so, the reasons for and the principles guiding their adolofatrative actions, Equally sailsfactory is the evidence afforded by the list of quest'as, of a better appreciation, on the part of non-ficlil members, of the limit- altons within which the right of interpellation sbould be used than was apparent when the privilege was first granted. So long as those indicallons ex at that the principles underlying the right of laterpellation is understood on both sides, the exercise of the right will se ve a useful purpose in giving honourable members, an opportunity of bringing grievances to notice, and at the same time affording a sultable medium to Government for disarming such criticism as arises from so is correct or imperfect knowledge of administrative events.

Here, then, we find a Governor, Lord SANDHURST to wit, who, to his credit be it said, goes out of his way, not to burke ques- tions, but to give information upon points which were uncertain, and to explain the reasons for and the principles guiding his administrative actions. If Governor ROBINSON would do likewise he would show a better sense of justice and fairplay. and more consideration for the ratepayers of. this colony, than he has hitherto exhibited. Let him take a leaf out of Lord Sandhurst's beck. We are none of us so perfect that we are past improvement. It is generally just the other way; we often have reason to think we are utterly and hopelessly past redemption,
