The meeting of the Legislative Council held on the 5th instant was memorable in many ways, but chiefly so on account of (a) the offensive obstructiveness of the Government; (8) the admission that a few simple questions-calling, for Information which should have been promptly and gladly given--completely bewildered the Govern ment; (c) the unparliamentary conduct of the Colonial Secretary, who applied the "Closure" by virtue of what in our humble opinion were unfair means; and (d) the unfortunate failure of the Govern- ment to explain the reasons for, and the principles gulding, certain administrative actions which bewildered, and still perplex, the general public. At the meeting of the Council now under notice the Hon. E. R. BELILIOS proceeded to ask, as he was unquestionably entitled to do, whether. the Government would be good enough to say why (experiments having shown the practicability of such a course) steps are not taken to pump up
