REMARKABLE DECISIONS.
On the 27th ultimo a Marine Court of Inquiry held in the Harbour Office, Hong- kang, Investigated charges of drunkenness preferred against Chief Officer DAVID GORDON by ROBERT BUCHANAN, master of the British barque Torrisdale. It appeared from the evidence that although the mate was unfit for duty when his ship was leaving Cardiff in June last yet the vessel was successfully worked out of port, and the officer la question attended, to his duty during the whole tedious voyage from England to Hongkong, and, further, that he was first shown the entry against him in
the Official Log after the Terrisdale dropped anchor in this port. The Court took a very serious view of the case and found as follows:-
That the accused David Gordon, holding a master's certifc le, who was acting as
chi male of the moon, bude proved guilty of the charge of being drank and Incap able of performing his duty from 3.30 p.m. Jace 30th to noon Jade sind, while the ship was leaying Cardiff. They therefore suspend his cerilicate for three months, but at the same time recommend that if he chooses to apply for a second mate's certificate it should be given him.
We thought at the time that the Court had dealt somewhat severely with the chief officer and that, although it is, of course, a most serious matter for an officer to present himself for duty in state of intoxication, or, Indeed, to get "half-seas-over" at any time, a decision tempered with a good deal of mercy might, under the circumstances, have met the case. And it appears from a
altimo, received here to-day, that we were not far wrong in our opinion of the decision of the local Marine. Court, for we find that on the 17th ultimo G. W. MARTIN, chief officer of the steamer Adooa, was charged at H. B. M.'s. Consulate, Kobe, with being drunk on duty. Accused, who formerly held the position of a master,
admitted the offence.

entail general or unnecessary hardship. In the case of the mate of the Torvidale it appears that he did not take charge of the deck while intoxicateil, but kept quiet below and never had the chance to endanger life or property. Not so, however, la the case of the mate of the ddawa, who had been logged 'for.]. drunkenness more than once. The responsibility of a master or officer in charge of a watch is so great that one Is at a loss to understand how any sane man can run the terrible risks entalled in navigating a vessel while, under the Influence of drink, Is there any excuse for such conduct
