THE SANITARY BOARD MEETING, A meeting of the Sanitary Board was hold this afternoon.. Mr. F. A. Cooper (Director of Public Works', presided, and there were also present Dr. J. M. Atkinson, (Colonial Surgeon), Capt. W. C. H. Hastings (Acting Captain Superintendent of Police), Mr. N. J. Ede, and Mr. Hugh McCallum (Secretary).

MINUTES.

The minates of the last meeting were read

and confirmed.

WASHING TANKS.

A letter from the Colonial Secretary dated the 7th instant was rend setting forth that the Chiness washermen were in the kabirof washing" cinthes in ponis In the Tai Hang, Tong Lo Wan and Pak Shut.Wal streams, where they collected the water from the hills. There, the Chinese entered the water, and in the dry season, when Water was scarce, this often got into a filthy state. was released from the pools it was When the water allowed to too late the sockery below, and produced a state of affales far from sanitary. It is therefore proposed to build up the valloys with masonry and concrete, and level off the ground, so as to construct reservoles, la these reservoirs it is proposed to store the water during the rainy season for uso during the dry manths, and it is further proposed that the water be laid on to the wishing establishments and supplied by measurement. In view of the difficulty experienced in letting the wash-houses in Wanchal, It is thought better to leave a suitable portion of land about the streams unoccupied, and to allow the washermen to erect their own tanks there, subject to their arrangements being approved of by the Public Works Department. The cost of ibese arrangements is estimated as about $70,000, which is chargeable against the loan under the beading" water and drainage work If the proposal is agreed to by the Sanitary Board plans will be at once proceeded with.

This was minuted by Mr. Ede-I think the scheme a good one; but will the waaberman lease the land or will they go further afield where they can do their washing without paying

for their water?

The Colonial Surgeon asked :-Has the Board any information with reference to the establish- ment in the Colony of Japanese laundries ?

The Board decided to notlly the Government ́that it approves of the scheme

THE BOARD'S BOOKS,

Mr. Rocca's letter requesting that his clerk be allowed to examine the register of burials, of cows and bullocks in Hongkong or Yaumati, was read. The Secretary had refused to allow It to be done.

Mr. Ede minuted that he thought the books, ́should not be examined, but that the Secretary might furnish the information sought for if it was for a bone Ads purpose. This was concurred la by the minutes of the Colonial Surgeon and Acting Captain Superintendent of Police.

Agreed,

"Under the French conventions with China the whole of Southern Chins, including Klang Hang, is virtually thrown open to the land trade of France across the frontier, and permission.has been granted for the extension of French rall. ways into China; whereas under tue Barmo Chinese Convention our Foreign Office hu blocked all iind trade to and from our dominions including the borders of Klang Hang; and by across the whole ofthe southern frontier of Chios, ceding Klang Hung to China, without retaining the power to make rallway through it to Szemao, it has shut off our vallway access to that important emporium of trade, thus frustrating the designs of our merchants for connectlug India with China by a railway at Szeman, whence a future system of railways would have permeated China in various directions, largely to the enhancement of British, British-Indian and Chinese trade.

By ceding Masag U and Moang Utal to France, China has broken the Burmo-Chlaese Convention and mide it of no effect. By prevailing ama China to cede to it these two districts of Klang Hung and by claiming trade facilities in that State, including the extension of French railways through it to Szemse, etc., privileges which are not to be shared by any other nation, France has acted direct contravention of the agreement made between M. Develle and Lord Dufferin on December 1st, 1893, whereby It was under- stood that in respect of railways, steamboat companies, or any other mode of transit or communication Klang -Hong, if banded over to China, will be left open to French and English enterprise. Again the Barmo-Chinese Conven- tion has been broken by the Chinese provincial authorities in Yannan refusing to act up to the to the ratification of the convention to August, commercial clauies of the convention. As to Bangkok basiness, the same remarks apply as to the prospects for the ensuing season. The crop looks promising, and the fact bears this out that already there have been enquiries as to rates ilkely to be accepted by steamers for a series of trips, February commencement, For the present there is hardly sufficient cargo to 11 the regular lines staxmers and their rate stands as low as ryto cents. As will be seen from the list of settlements effected during the fortnight, an outsider has secured a charter for 3 trips, for prompt, but this fixture is speculative one and charterera, would seem to rely on good downward freight to make up for the likely foss on the return voyagen.
