If Reuter's Interviewer could do nothing else to obtain confirmation of the report than rush off to the Russian Legation he might as well have stopped at home and gone to sleep. Even If aware of the provisions of the treaty, the Russian Legation officials would not be likely to expose them to the world through Reuter, and would in any case be bound to deny all knowledge"
