QUESTIONS OF revenue, Recently we had occasion to direct attention to the loss of revenue resulting from the establishment in our midst of private Chinese post offices. It is now our duty, in the interests of the ratepayers, to Invite the authorities concerned to look very carefully into the matter of the revenue obtainable by virtue of the provi- sions of the Stamp Ordinances, for we believe it will be found that the revenue under the head "Adhesive Stamps" annually falls several thousands of dollars short of what it ought to be. The law provides that stamps must be Attached to receipts for cash paid which

We think not. And we are further of opinion that the vast majority of Chinese traders, both buyers and sellers, utterly ignore the law in this respect.
