NOTES AND COMMENTS.

There is only one defect in connection with the collection and publication of commercial Intelligence. It is Invariably too late to be of any practical value, and If the appointment of commercial attaches will in any way facilitate the earlier publication of our Consular reports, then we are in favor of the addition to the staff of the Legation at Peking of as many extra men, call them by whatever name you will, as may be necessary, The Consular reports when we get them are, as a rule, admirably drawn up and very are men of complete. The Consuls Intelligence; they have a considerable amount of leisure time at their disposal; they are in friendly contact, as a rule, with the merchants and traders at their respective posts; they have every means of getting, easily and accurately, information about all movements of every kind in connection with the trade and manufactures existing in their neighbourhood. As a rule they get that Information and are able to put it before their superiors succinctly and clearly and lo good English. But the public neversee these reports for six, nine,

With a proper organisation and an efficient staff every bit of useful Information from every corner of the Empire should be in print within thres months from the end of each year, and, making every allowance, certainly within six months.
