We have the honour of addressing a memorial to His Excellency Marquis Saionji, Minister for Foreign Affairs ad interim, and beg to state that Manchuria is a land that abounds with the best products of northern Asia, and its trade with our Empire bas brilliant prospects, however, only one open port, that of Newchwang - on its N. W. coast ; but has no outlet whatever for foreign trade on lis S. E. const which faces this Empire. Goods produced in the north. western portion of Manchuria can easily be transported to Newchwang and traded in there. Bet products of the north-astern provinces, such Fangchwang, Chigilenching and Kirin have to be sent down in small boats on the Yalu river, thecce to Chefoo or Tientsin, whence they aré distributed to the different centres of consump sion.
