NOTES AND COMMENTS.

We note that the Water "Authority has taken our hint, and even gone beyond and is making arrangements, to it, economize the water supply with a venge- ance by reducing largely, from the 1st October, the number of hours per day during which the water will be turned on. The City below the level of the Caine Road will be supplied with water from 6 a.m. to to a.m. Nearly all this is a Chinese quarter. The south and north sides of Robinson Road and south and north sides of Richmond Road, and Queen's Gardens and the Peak Road, all Europeans, are only to have water, the latter neighbourhoods for only 1 hour a day and the former for a hours a day. So that while the European residents are only to have a supply of water for 1 or 2 hours In each 24 the Chinese are to have it for four hours In each twenty-four. The proposed arrangement is absolutely pre- posterous and is carrying a little too far Mr. Cooper's pet idea that it is the Europeans and not the Chinese who waste the water.

The residents in the valuable and heavily taxed houses in Queen's Gardens and in the Peak Rord Immediately above and below are only to have water for 1 hour in the day, and the Chinese In the smallest and least valuable shanty in Taipingahan, where there are hydrants every hundred yards and a tap on every floor, are to be supplied for four, hours in each twenty- four.
