RE. ORDINANCE No. 1 OF 1887. TO THE KISTON OF THE "Hongkong TelugRAPI," DEAR SIR.—Unless a Post Union is arranged and established by the postal authorities of Hongkong with the Canton and Maceo Authorities undertaking to deliver all letters coming in and going out of the Colony at least quite as quick and safe as the Caloese post carriers, as at present carried on, I think it is but fair and desirable that the present system of letter-carrylag by Chinese post carriers to and from Canton and Macas to this Colony should not be interfered with, and should be excepted from the exclusive privilege of the Postmaster General of Hongkong.

There are at least two hundred men employed dally in the carrying of letters between Hong- kong, Canton and Macao, and wo, always get our letters in about 5 or "fö minutes, and haif an hour at the most, after the arrival of the River steamers. Now a days time means money; oftentimes orders come by the day steamer and

goods are bought and sent up by the night bost, whereas delay in the delivery of the letler is incurred, probably loss must follow, which would affect the faterents of Hongkong trado.
