NOTES AND COMMENTS.

Before parting, for the present, with the question of the right of the Hongkong Post Office to enforce Its monopoly, we desire to call special attention to the pro- ceedings of the Police in connection with the arrests on the gth instant. Instead of proceeding by summons against the shops and hongs who are running these Chinese Post Offices, and who are as well known and work as openly as Jardine, Matheson & Company, the Police arrested and ran in the irresponsible coolles who simply went on board the Macao steamer to get the bags, or bundles or boxes of Tetters, in obedience to their masters' orders, These seven coolles were arrested at about 11.30 in the forenoon, and Instead of either being at once brought before a Magistrate and having their cases disposed of there was a Magistrate sitting or let out on bail, they were detained in prison till the following morning, and then sent about their business with a lecture which must have been Greek to them.
