We are very pleased to be able to record that the Postmaster General has withdrawn the charges made against a certain number of Chinese who were very foolishly and very hastily arrested yester- day for carrying unstamped Chinese letters Into and out of the Colorly. A large, doubt, a very profitable business has a thoroughly established, and we have no

been done for many years by respect able Chinese firms/in the conveyance of Chinese letters, and although contrary to the letter of the law it has been carried an with the full knowledge and consent of the Post Office authorities and of the Government.. We have a British Post Office In Shanghai, but is that Post Office in a position, on the receipt of a bag full of Chinese letters, to deliver them each one to its owner as would be done by, let us say, the English or Australian Post Offices. Until we can guarantee safe conveyance from place to place, and reasonably certain delivery to the addressee on arrival, we have no right to compell people to use our post office. Where we can efficiently perform the work there we may honestly enforce the law there and then, but not till then.
