with the collection of mortality statistics. Through the uiter valuelessness of the system in vogue here of reporting and registering diseases "and" deaths--the Sanitary Board last year found the plague all round them before they had had any warning of its advent.
It is now clear that the plague was in the Colony as early, at least, as 18th April, but it was only on the 10th May that it was officially recognized and reported. In Singapore the Police (here the Registrar General's Department) register deaths. In nelther place was any effort made to ascertainin any case the real cause of death. Any statement was accepted~" fever " chiefly. Here the deaths were tabulated weekly; 'In Singapore monthly only, and the Health Officer only saw them, such as they were, in the middle of the following month. 'In Singapore the death-rate had suddenly, nearly doubled in April. The returns for April only reached the Health Officer in the middle of May and it was then found that all the extra deaths were but down to fever, It was the same here with the abnormal plague deaths at first.
