DASTARDLY ASSAULT ON A CHINAWOMAN BY

"PRIVATES OF THE RIFLE DRIGADE.

At the Police Court to-day, before Mr. Wodehouse. Frederick Panormo and Wm. N. Reeves, privates of the Rifto Bilgade, were charged with braially areulting Chung Ko, Chinese woman, in Un Lane, Queen's Road East.

The evidence led showed, beyond the shadow of a doubt, ibat on the 15th instant the defendants bought some fruit of the women and refused to pay for it. After the remonstrated with them for a time, they struck ber in the cya and other. wise brutally assaulted her and then ran away,

Ia passing sentence on the defendants Mr. Wodehouse severely ciltlcised their conduct and expressed the oplaton that they not only disgraced themselves but were a disgrace to their Officers, their Company, and to the British Colony of Hongkong. He then rentenced one of the "bravor” to six weeks hard labour, without the o tion of a fine, while the other, whose character was reported by oze of the officers to have been good, to two weeks Imprisonment. The defendants were also farther pantabed by being caused to pay $1.50 each to their victim compensation for the out rageous manner in which they had, without any just cause or provocation, treated her.

if Frederick Pansimo and William N. Rarres are not **military larriking” of a high order we should like to know what more suitable term. can be applied to them.

(1.) The liberty to navigate the Yangis sive C-kok, and on soochen

and the Canal t› Soochow, and Hangchow, is most important for com. merce, but at Weasong there' is a well known bar, and many vessels are grounded or sunk there annually. Dredging, also, has been greatly neglected between Chung-king and Iching, so that navigation there is most dangerous, while mach annoyance is caused by the natives. The Chinese Government should therefore be made responsible for dredging the rivers in question and preventing the natives from causing annoyance to travellers and residents of every nationality,

(2) Hitherto the Chinese Government has probibited the Japanese from entering the Interior In Chinese costumes and wearing grass, which it is very convenient to wear when engag Ing in trade in the interior. The opportunity of the new treaty should be taken to have this prohibition removed.

(3) Great inconvenience is caused to trade by the system of Chineka car·ency. It would there fore be of great advantage if the Japanese you were declared legal tender in China Justas leika Mexican dollar, and it should also be received at the Chloese Custom Houses.

It is intended to press for the early presentation of the Report with the object of terminating the dispute. The Colony suggests the payment of seventeen per cent of the Revenue la place of a fized sum, and it is to be hoped this will prove the basis of an agreement which will be of a fixed nature.
