The Customs is and must ever remain China's one and safest seculty, and no doubt the lasp.clore General is able to provide the financiers of Europe with the necessary guarantees, Natblog would give us greater satisfaction than to see the loan thus canfed out, But the | present situation perhaps forbids It. The cession of Llaotung was secured by the Powers and this act demands acknowledgment. The amount of Japan's indempily was to have been Increased for the retrocession of the Peninsula by another bundred millions, it was said. ' This figure was reduced by Japan to fity rallions and the Chinese are said to have offerct thirty mlilions, but through the klad offices of a f·lendly Power it was reported that Japan, forbore to Increase the amount. We're not quite clear on this point, Rassis, the Power most likely to question, and on the same ground most probably Kas, it is rumoured, demanded the expenses from Japan of her mobiilestion. Tapan will doubtless pay this amount whatever it is out of the Chineso Indemnity. Russia is anxious that China should pay the Indemnity to Japan in full forthwith and hence the raison d dirs, as it were, of the Powers demanding the negotiation of the loan. Japan naturally will not withdraw from Llantung until the indemnity is paid after six years' occupation, and in the interim we do not know what may happen. We have heard of numerous proposals for negotiating the loan from represents tives of various nationalities. We refrain from quoting figurer at present.

FURTHER TROUBLES

The steamers Orikis and the Fraßburg, 1,900 and 1,200 tona respectively, have been chartered by the Canadian Pacific Steamship Company to convey tas from Japan to Vancouver. It in expected, says a Kobe paper, that at least, another vessel will sien be chartered this season for the same purpose.

The China Matus! 5. N. Co.'s steamber Pingrey, Capt. D. Davies, in charge of Mr. Pilot Mababy, left Hankow at a 30 am, un Sung day, the aud Inst, with the first direct cargo of new teas for the London market, and arrived at Woorong, at 415 p.m. on the 3rd, where she completed her loading and sailed at 9 p.m. for London direct. She took in 4,100 tons of tea at Hankow at a freight of gos. per inn. She made the passage from Hankow to Woosung in 34 hours, 45 minutes, which was quite equal to several of the passages made by the famous ocean greyhound Moyuns la recent seasons,
