THE papers to hand from Japan bear evidence to the very restless, unsatisfied, quarrelsome condition of the Japanese masses. They wanted to go to Peking wanted Korea, Manchuria and part of the Shantung province, and they have got not the smallest fraction of territory on the mainland of Asia. They think themselves strong enough to have accomplished and obtained all that they desired, and they And to their intense disgust, that their rulers are not quite of the same opinion and that the Government has deemed It prudent to pause in its career of conquest
and accept half the coveted loaf instead of the whole. The Japanese masses seem 1726 hardly to have made up their minds yet whether to throw the whole blame on the foreigners who have Interfered with the programme or with the Mikado and his Ministers, who have thought it wise to cut it short and omit considerable portions. Meanwhile the Jap feels inclined to take his revenge out of the Foreigner or rather out of such foreigners as are within his reach, Hence the report that foreigners in Kyoto are not carefully guarded by the Police to their great discomfort. The Short had better take cars that their aversion to the "outer barbarian" does not tend to bring' them much more closely in contact with him than they may desire. But we hope for better things from the prudence, good sense, and really chivalrous character of our Japanese friends. There may be occa alonal outbursts of rage on the part of irresponsible individuals, like the attack on the Czarevitch and on LI Hung-chang, but the Japanese nation will, the we think, exhibit to the world in present crisis the same prudence, the same foresight, the same self-restraint that it has exhibited during the last quarter of a century and with the same results.
