THE MEDICAL COMMITTEE'S
REPORT.
4.That for at least the first month of the plague (to be well within the limits) and until the organisation was complete and in perfect working order and until there had set in a ien- 'sible daily dimination in the number of cases, Your Excellency's Government, most wisely, stood aside and left the entire duty and respon.
The following is the letter received from the sibility of combating the plague wholly to the Colonial Secretary yesterday afternoon and to Sanitary Board and to its Permanent Comalch wo refer in the leader published in this mlites, on whom it was imposed by Ordinance, lasus- referring every question of plagas admiolstration No. 1159. to their decision; scting in all things within their province, on their opinion and advice, and simply providing money and lending to the Per manent Committes such officers and men as it requisitioned for.
That all officers detailed for plague duty, all Medical Officera lent by the Naval or Military Authorities, or who volunteered for the work (except two specially engaged by the Medical Department) reported to the Permanent Com mittee, took their instructions from and reported solely to it as to the performance of their dulles. That when the assistance of the troops had to be asked for the Military Authorities were put in direct communication with the Com- mitter, with which all detalled arrangements
were made.
6-That while the Colonial Surgeon was busy sil day in his hospital and general medical work, and Mr. May was fully occupied in superintend- ing, from daylight till dark, the actual work of the house-to-house visitation, the removal of the sick and dead, the general cleansing and disin feciing, the clearing of Tal-plug-shan and the housing of its inhabitants and the thousand and one multifarious and most responsible duties of the Committee out of doors, the duty fell upon the Chairman of the Commit ce (and the respon- sibility of considering and deciding upon many, If not most, of the questions of administration that were continually cropping up: of giving all orders for supplies, of carrying on the entire correspondence, of Interviewing every person who had any business with the Committee, and generally of watching over and co-ordinating the work of the entire staff. That the Com- milter could only meet in consultation for about an hour or an hour and half in the evening of each day and that much had to be left to the Judgment and discretion of the Chairman,
That the work of the Permanent Com- mittes did not end with ibe disappearance of the plague, but continued, although with the valuable stance of Surgeon-Majar James, A.M.S.and of Mr. R K. Leigh, until every Insanitary base- ment in the colony had been cleared of Its inhabitants, every illegal merzanine and cubicle removed, and every house in the Chinese quarters east and west-and in the villages had been cleaned and whitewashed, and unill ike resumption of Tal-ping.shan, first suggested and recommended by the Committee, had been carried out on the lines recommended by them, and the sanitary laws and by-laws had been altered and amended broadly as advised by the Committee in their letters of the 28th and 29th
June.
8-That the Chaliman of the Committee in addition to his direct work on the Committee gave your Excellency's Government every advice and usulitance to his power in all matters arising out of or connected with the special plague or general sanitary legislation, in draft ing Ordinances or otherwise—an assistance most bandsomely referred to and recognized in Council by the then Acting Attorney General, Mr. Leach.

His Excellency requests you to print in your next issue the enclosed letter signed by each Member of the Committee to the effect that the report of the Medical Commission as it appears in the printed farm is identical in every respect with the original draft manuscript and also the letter from the Government Printers to the effect that no one had access to the evidence, which was printed secretly.
The Governor anticipates that you will at once withdraw and apologize for the gratultous statements embodied in your articles of the 25th May which are not only absolutely untrue but which Impute motives which would be discreditable to the lowest form of Govemment,
