THE CHINA-JAPAN WAR.

THE BALANCE SHEET.

We hardly think the Japanese will retire from Formosa as caally or as quickly sa from the Peninsuls. The island belongs to her group and no foreign Pawer, least of all any of the ailles, has any substantial claim upon the island. But as the silles secared the retrocession of Liaotong, it is natural to expect that they should receive something in exchange for their good would it be a kind of guld pro quo for Alsace and Larraine? Or If Germany gets it Frane might take her payment in the only remain large island belonging to China. This looks like the beginning of the end-the partition of China amongst the Powers. Great Britain | Is too eager with her parsetini questions and coming election to have time to devote any attention to the Far East, bi-metallism or any other thing. By the way, there has been a Nicaraguan altimatum, rather a bold thing for the British Government to under- take, at least as now constituted! There has been a ramour of Germany and France dividing Formass between them, but whether cast and well or worth and south it is not said. We have an idea that the best solution of the Formosa dificulty would be to let Japan, havO the eastern ball where there are no Chinese and let China keep the western half. This would not disturb Formoss, and the anger of the Southern Provinces and the Chiness in the laland would be allayed. We commend it to the careful consideration of the diplomats..

THE OUTLOOK.

The outcome of the war between Japan and Chins offers a whole cargo of food for reflection, and our lively little Yokohama contemporary, NC the Box of Curios, therefore comes forward with the following amusing rough draft of a balance sheet, showing the Profit and Loss Account made by each of the belligerents from the begin- ning to the end, and also by other interested

The allies offer, we understand, to negotiate the indemnity on terms of interest 'sgrensble to the Chinese and, of course, favourable to them selves. China has hitherto been afraid to grant concessions and place herself in the power of bondbolders, but all that has perhaps now been changed. They must borrow very largely not only to pay Japan but to put their own financer on a healthy footing. They will require a large sum to pay their own troops, "The fear of disturbances when their "b.aves" are disbanded la giving them much anxiety. They dare not diiband them on the spot.
