It appears that India only sends to Ching about one-fifth of what that d ́untry uses, and that the rest is not entirely bome-grown, but is imported from other countries, notably from Persia. In view of all the facts of the case, the Commissioners and not in favour of prohibbing either the growth of the poppy or the manufacture or sale of opium la British India.
