Committee already mentioned were sent to the Permanent Commitee for their adopilon, to the effect that persons aliacked by the plague were to be left at ilberly to leave the colony and go anywhere they would, provided it was over twenty miles, “as the crow files," away from the colony, Piers cast and west were to be set apart for the depar tore, carga bosis provided and properly flited, and metaheds put up for their temporary accom modation, and the only duty Incumbent on the sick WAT to report themselves to the officer on daty at the pler. Thus, persons actually suffering from the plague were to be allowed to go wbliker they would to sprcfd infec lon up and down. through every village on the coast or on the river, provided it was only twenty miles away, while persons only suspected of having possibly caught the infection were to be forcibly impri soned and quarantined in the colony. Of course the Sanitary Board, official and unofficial members alike, refused to have anything to do with carrying lato operation these proposals.
From the beginning to the and the Government has not consulted the Sanitary Board or its Permanent Committee, with its valuable expérienca of last year, as to how any fresh visitation of plague should be dealt with. It has consulted, appareally, eve.y other person and every other body, including individual members of the Legislative Council and of the Chamber of Commerce. All the recommendations of the Board or of the Committee, even its last-that immigration frem Meena should be stopped--- have been disregarded. No acknowledgmunt even of that recommendation was received sed actbing done tall it was reported that women from an infected house were actually in the colony.
Under these circumstances we feel it useless to remain on the Board. We are dolog no good and can render you no ureful service. We think it belter to resign, and concurrently with us the other unofficial members of the Board, nominated by the Government, have also resigned their seats on precisely came grounds. We have acted throughout in consultation with them.
We hope you will approve of what we have done. We hope you will refuse to send to the Board any further represent- catrust the Sanliary Board with the power and authorlly possessed by any and every Sanitary Board in England, and we hope that you will support us fa representing to the Secretary of State for the Colonies the deplorable point of view because of the unwillingness of the Government departments to entrust to a sibilities hitherto exercised by them in secret and onquestioned,
