want Korea, nor a slice of Manchuria, neither do we covet the northern islands of the Japanese group to round off and complete our territories in this quarter. We only want free trade, free passage for our ships and our commerce and the barest point of land for docks and godowns, here or there, and only these as a matter of absolute necessity. Why should we object to Japan in Formosa? The Japanese will occupy it not merely with their forces, naval and military, but with their good tempered, hardy and Industrious people. They will open up and develop the country from sea to sea, radure the aborigines to proper subjection, girdle the island with lines of rails, exploit the mines, cultivate the fields and foster a flourishing export trade. China would not do as much in a hundred years as the Tapanese will accomplish in ten. In five years the volume of British trade with Formosa will have doubled and trebled, The same will be the case in Korea and the same will be accomplished in Man- churla if it falls Into Japanese hands.
A solid alliance between Japan, China and Great Britain would be for the mutual advantage of all three, and our Japanese friends will soon make that discovery for themselves. They are too clever not to see clearly from what point they are really threatened and against whom they have to safeguard themselves if they wish to become a great power in the East. Such an alliance would guarantee them the fruits of their present conquests, their legitimate Influence in Peking, and fifty years of peace within which to consolidate their growing power.
