It is a pity that we cannot induce the Chinese population to comply with the simplest sanitary rules. Instead of reporting plague cases to the authorities, they take particular pains to conceal everything and even when death occurs, they do their best to buy the body surreptitiously to some out-of-the-way place. Thos, for example, they have bad the plague three weeks in Skau- kl-wan and have bad forty-five deaths. The new graves are the only evidence of the fact, as not a word has been scat to the Government. In Quarry Bay, there have been at least nine deaths; at Chaiwan
