here to-day, for your credial assent to what Mr. Ho Amei bas saki on your behalt, and for the heally reception you have extended to me. May I say a few words to regard to the past low years! I entered upon my duties as a member of the Legislative Council in the Autumn of 1890 with very great diffidence, but with the detor- mination to do all that lay in my power to give effect to the policy outlined and suggested is the speech of the Chairman, Mr. E. Mackintosh, at the meeting of the Chamber of Commerce at which I was glected. I was resolved to make my presence in the Council as effective in the public Interests as it was posible for an Un- official Member to do under the existing con- atitution, and to prepare the way, so far as I possibly could, for a reform of the Council, and the enlargement of the Unofficial element. I understood Mr. Mackintosh to mean that It was the first duty of the Chamber's elected nominee to do all in his power to emphasize the weakness and defects of the existing system of Government, and of the constitution of the Counell, and to labour by every possible mesas for its amendment, I bave, I think, avalled myself of every opportunity by protests and appeals to the Home Govern ment to lostrate the inconsistencies ind difficulties of Government by an official majority, sad to urge on the Government the necessity for reform. I have at the same time applied myself with all the energy and perseverance I possessed to the current work of the Council, and to promote the general welfare of this important Colony, and to further the interests of the vast trade and commerce of this free port of Hong- kong, which now ranks amongst the very first of the great seafuts in her Majesty's dominions, I know that my shortcomings have been many, but I have tried, at times in the face of dip- couragement, to do any duty, without fear or lavour, and I have not wittingly allowed the interests of the ratepayers to suffer at my hands. I do not, however, deserve much credit for what I have done. It was not so much a duty, 48 a fabour of love. I most thoroughly enjoyed the work in the Council, and it is source of very great gratification to me to find that my efforts have been appreciated by the members of the Chinese community, and have met with your approval. In connection with the disease it may be stated that the Committee of the Man Mo Temple have distributed all over the colony upwards of 10,000 copies of a circular containing the observations and prescriptions of a Chiceso doctor, named Ya Yan-chuen, who claims to have cured a number of bis countrymen suffering from the "bubonic plague" in the city of Yam Chow In the province of Yonnas. THE EPIDEMIC.
According to latest advices from Canton the plague is stiil claiming victims in that city, and ewing to the continuance of the drought which has lasted, without any intermission worthy of note, clase upon seven months, but little bopa is 600.00 entertained of ita extinction for same time, at least.
