THE CONSTITUTION OF HONGRONG.
The following petition may be left to speak for itself for the prezent, but will be fully dealt with is due comite, TO THE HONGURABLE THE COMMONS OF THE UNITED KINGDOM OF GREAT BRITAIN AND IRELAND IN PARLIAMENT ASSIMBLED.
The Humble Petition of the Undersigned Merchants, Bankers, Professional Men, Traders, Arilsant, and other Ratepayers, inhabitants of the Crown Colony of Hongkong
RESPECTFULLY SHIWETH: -
1.-The Colony of Hongkong, situate in the China seas, at the south-eastern extremity of the great Empire of Chics, is one of the smallest, but by no means the least valuable or impor- tant, of Her Majesty's possessions outside of the United Kingdom of Great Britain and Ireland,
3-It is little over 50 years lace the Colony was founded on a barren rock, the abode of a faw fishermen and pirates. To-day it is a City and Settlement with upwards of a quarter of a million Inhabitants; trade estimated at about forty millions of pounds sterling per annum, and a revenue of some two millions of dollars, wholly derived from fateral taxation. Hong kong is a fren port, through which passes up wards of fourteen millions of tons of shipping per annum, and It ranks amongst the ery first In the list of the great seaports in Her Majesty dominions. It is the centre of enormous British Interests, and an ex'ensive emparlem of British trade in the China seas, and, while it remains free port, it is destined to expand and develop, and to continue to be the centred vast traffic and of constant communication between Europe the Australian Colonias. the United 9-ster, and Cands on the one hard, and Chios, Japan, the Philippine Islands, British North Boraso, Jara, Indo-China, Slam, the Straits, and l-dia on the other.
g-Your petitioners humbly represest that to Malta, Cyprus, Mauritius, British Honduras and other Crown Colonies, more liberal forms of Government than those enjoyed by your pat!- Executive Council; unofficial msforities in the tioners have been given: unofficial acats in the Legislative Council; power of slection of mem bars of Council; and more power and influence in the management of purely local affairs: in Industrial Interests of the same magnitude or none of these Colonies are the commercial and
importance as those of Hongkong. Your peti- tioners, therefore, pray your Honourable House to grant them the same or similar privileges.

She was probably on the way back to Penang. The Kwangtung was on the same run. but moat Hikely running out to Pangkor. The Kwangtung is a wooden vessel of 334 tons, awaed by Chin Ab Heng and probably in charge of a European Captain, R. G. Jeremiah. The Neapola is of 203 tons burthen, owned by Cheak Tek Soon and built in 1873. From a private source we hear that both masters were drowned. There would be one or tw European engineers on each. In the absence of news we trust none of these are drowned.]
(Straits Time)
10.--Your petitioners fully recognise that in a colony so peculiarly altuated on the borders of a great Oriental Empire, and with population largely composed of allons whose traditional and family interests and racial sympathies largely remain in that neighbouring Empire, special legislation and guardianship are required.
