Emperor William's biph-flying intentions do not stop at the success achieved by the Russ German commercial treaty. He recognized that the unbounded resources of America constitute a standing menace to European tande and industry. His idea is that Europe must be prepared to take common stand against any individual male coralde of Europe. The well- known ambition of the Emperor to bring about friendly commercial relations between the Euroccan nalons showed itself years ago, In the calling of the International congress in the interest of the better protection of workmen. His many travels enabled him to look aron such matters with an eye which does not halt at the borders of Germany.
