HAIPHONG HARBOUR WORKS.
1,000,000 FRANCS TO BE SPENT, The Courrier d'Halfhang of April yib gives details of the proposed improvementi io Hal-
phong harbour, for which a company is being floated with a capital of a million francs, in the capectation of getting a return from dues and fees.
After pointing out how phenomenally well situated Haiphong is, near to the centres of production and the principal channels of trade, both internal and external, in touch with a marvellous network of rivers and canals, almost
At present, the only practicable entrance from the sea in Haiphong is by the Cun-cam river which affords ample anchorage, roomy and in
deep enough water; but the approach is bad, and difficult to Imprare. There are two bars. The outer one is of firm black soll, with a maximum depth of gas metres, or eleven feet, at low wiler, according to the charts; but It is crually only 3 metres, having tilted nearly foot. It is therefore only on the top of the tide that an ocean-going teamer of 20 ft. draught can come up to Haiphong. The lazer bar, formed where the deposits from the Cu-ray and Cua-cam rivers meet, is not quite so shallow and is much softer, so that a vessel can get over
on 2 ft. more draught. In addition, the harbour is insufficiently lighted and booyed.

But things are said to be not very comfortable there officially: a good deal owing to the copper coin rollcy of the Chartered Company. Com plaints are loud as to the way these coins are being manipulated and pushed, and not from Labean alone do
we hear dissatisfaction being expressed, there baving been more than one bad cise in Sandakan lately. No foreign port, says the San Francisco Call, la making more rapid progress at the present time this Slogapore. It contained less than 100,000 people in 1871, now it housen 200,000; and its trade was reported as amounting to $82,000,000 in 1892. Standing on the southern- mest extremity of Asia, it commands the Malacca ; Stralis, and practically controls the trade of the East Indian Archipelago, and the trade between that and Europe. Its harbour, which is of immense capacity, is almost absolutely land locked, forming a perfectly secure suchongs. It would seem that San Francisco ought to try to get a share of the growing trade of this great entrepsial commerce.
