There are at this moment from 30 to 35 practical engineers out of work in this colony, and they are likely to remain so, as at the present low rate of exchange none of those in employ. ment are likely to go home on leave (which is the usual thing about this time of the year), and those who have got berths will take good care to stay in them.

Now, this is simply a matter of supply and demand, and it behoves those in authority to see that the lies does not come in to the detriment of those who bave properly seived their time, and have qualified according to the rples of the Board of Trade.

Hoping these remarks may have some effect in waking up the more prominent members of the profession and that the Englaeers Institute will come forward and do that for which it was founded, namely, to uphold the dignity, and to secure the benefit of the professton generally.

FAMINES IN, SIAM.

FROM A MANUSCRIPT. WORK BY HIM, THE LATP KING.

In the year 1454, during the reign of Phra Chan Borom Trailck-yanart, the 8th King of

Ayuthia, there was no rain throughout the length and breadth of Slam. The rice crops were a complete failure, the price (usually in these days 4 teals the coyan) rising in that year to 180 ticals per coyan The coyan is equivalent to Ba buckets, each contafolag the mexiare of 25 coconut shells, each 830 times three Sngers full, (the Siamese take the paddy up in that way-the thumb, lodex and middle finger, being used). The people perished in thousands from hanger; those who could find potatoes, yams, or vegetables, bolled

them with the rice. The death from starvation was said to be 20 per cent of the population, The slave masters freed their slaves, having no rice to feed them. S-me familles, not having enough to feed the children, had to let them go to do hard work is payment for food. Brigands and thieves did not care to loot anything else bat paddy and rice. The King sent to Barmah to buy paddy for distribution, and the King of Burmak gave permission to let the paddy be sold, The beasts of burden used in bringing numbered 200,000 buttocks and 1,800 elephanta These were, a very long time in coming, and when they arrived great number of people liad already died. from starvation. The persons in charge of the purchase party took an army to prevent the paddy from belag stolen. As soon as it came It was distributed—in the provinces each family received one cocoanut shell, in

towa each family received to coceanuts, princes and nobility getting one bucket to the family The crowd was so great that in going to receive the distribution many were crushed to death,

In the year 1496, in the relen of Phra Chuo Chan Rama Dbitodi 11, 10th King of Arathin, there was another famine. The price of paddy rose from 4 to go ticals, and stayed at that figure

for 3 months.

In the reign of Phra Naret, who was a great warrior and took all the men for soldiers when he conquered Cambodia, there was a great famine in Stam, owing to the cultivation of paddy being stopped thereby. The price rose over 200 times the price of former years.

After the Burmese conquest of Ayutbla (1770) in the reign of Phra Chao Tark, the king of Thanaburee, there was a famine which caused paddy to rise to go times lis ordinary price making 200 ticals a coyan. The Apnamese from Salgon brought supplies for sale. The King offered to buy a coyan at the price mentioned, but the Annamites refused to sell, and demanded 500 ticals per coyan. The King threatened that he would kill the Annamites and take the paddy, whereupon, they gave the paddy for the price offered. The King bought two ship-loads and distributed it among the people.

In 1771 the Burmese invaded Fak-prang, and King Phra Tark took all the man and pat them under arms to resist them. The paddy again Fose from 4 ticals to 243 tlcals per coyan. No Aunamese came to sell this time, so Phra Tark bad to take the army to Lakon (by sea) to conquer that province and get supplies.

In 1787, during the reign of Phra Putta Yot-is Cholalake, (the first King of Bangkok) there was so much rain that the paddy was nearly all tour The price sose to as times the general price, and the King ordered all the royal stores of paddy to be distributed among the people. In 1834, during the reign of the second of this dynasty (Phz Putra Lact la Nophate) the paddy rose in price dudeg August from 4 ticals to go tlexis per coyan, and in 1835, during the neri reign, there was so much rain that prices rose to ga ticals per doyan.

In 1846 there was no rain and the paddy was all withered up. The following year there was a famine, the highest price belug 86 steala, or four deals per bucket, When the price bad stood at this rate for five days the King ordered all the royal atores to be distributed, night and day. The crowd was so great that many died before they could get anything. After five days of distribution paddy come down la price,

In 1867, in the reign of Pra Chom Kino (4th King of Bangkok) there was no rain at the beginning of the year (Siamese), and paddy rose to 8 Heals per coyao. November of that year Bow. rice at two ticals per bucket,-Siam
