QUEENSTOWN, February 16th. The British ship Cily of Hankow, Captain King, from San Francisco, anived bere to-day winning a long race from Califorula to which she had three competitors.

The City of Handow and the British ship Clan Mackenzie, Captain Simpson, both sailed from San Francisco on the same day, November 4th, and were followed on November 5th by the British ship Gantock Rock, Captain Pike, and on November 7th by the British ship Garfield, Captain Conby.

The Captains had agreed to race to Queens money prize, and this has been won town for by the City of Hankow, which has made the trip in about 106 days,

On that occasion Sir Wilfrid is reported to have said the Liberal members had been sent to the House of Commons for the purpose of giving Home Rule to Ireland, and Home Rule DOWNING STREET, Bill had been carried triumphantly through that House. But this was the most extraordinary 22nd December, 1803. Sir, I have had underlmy careful considera-county that the sun ever shone upon. In my opinion fections 6 and gof the Ordinance give the Board of Direction too absolute power, free from any control either by the Registrar General or by the Governor; and although there may be no probability' of such power being abased, I think it right that provision should be made for some measure of control on the part of the Government. It seems hardly necessary, ar proposed by Mr. Whitehead and Mr. Chater, that with the view of the Registrar General controlling the proceedings of the Society from the outside he should be removed from the position ef President of the Board in which he is placed by the Ordinance; but the Ordinance should be amended so as to provide for an appeal to the Governor, as urgented at page vill of the report of the Committee on the Po Leung Kuk. This could be effected by adding at the end of section gel the Odinance the following words, "provided that in any case in which the Boud is divided in opinion the President or ary two Members of the Board may demand that the point be referred to the Governer for his decision, which shall in every such case be final," and by inserting in section 6 after the word "purposes thereof the follow- ing words, subject to an appeal to the Governor as hereinafter provided."

Section 19 of the Ordinance should also be amended by inserting after the words "Police Force," the following words, or District Watchmen" otherwise" there...would be no pro- vision under which District Watchmen could be dent to the Society, (as heretofore), while at the same time retaining the powers and authorities

After generations of misgovernment in Ireland, which had brought disgrace and disaster and danger and real disintegration In Ireland, Mr. Gladstone suddenly decided to substlicle con- ciliation for coercion, so as to make the two astions friends for over more. He passed a bill through the House of Commons, and it was worried like a fox by a pack of bounds in the House or Lords. For bis part, he would send no more bills to the House of Lords. Life was too short for these make-belleven. There was

■' bigger question than Home Rule to be considered now; they bad to settle whether the democracy or the aristocracy were to govern the British Empire, That was a matter in the hands of the people. If they decided in favour of the aristocracy, he did not ree much good in the members of the House of Comm ns being made Fools o't but, if they decided in favour of the democracy, there was no place at all for the House of Lords.. Of enarse it might well be neked ➡what was to be done with the House of Lords at the present juncture. Well, if Lord Rosebery and Mr. Gladstone feel they have the nation at their back, they could find half a dozen wayı la a week. There are several courses open. They

they might petition the Queen not to summen the House of Lords any more; then, as the people paid for working the House of Lords, the House of Commons might refase to vote supplies; further, the House of Commons could pass a bill boilshing the House of Lords and, if the House of Lords refuses to pass that bill, the Commons could stop the supplies. That would bring the noble lords to their bearings,"

Captain Randle says the lower part of the braken steel rudder weighs upwards of thirteen tons when separated from the stock. When the stock broke there was great danger of damage to the hull. The peril was greatest when the Paris was in the sexway and stopped. If the steamer bad not had twin screws the would have become unmanageable. The accident is attil. buted to a sudden jerk of the radder and the force of the sea when the steamer was pitching. Captain Randle complains that he signaled a National line steamer on Torsday that his vessel's rudder was disabled, and the National liner paid no sttention to the signals.

The steamer was Boo miles off the land when the accident harpenal. She had 185 first-class passengers, 116 second-class and 20 steeraze, They will be forwarded to New York by the steamer Berlin So-day, while the Paris will ersered to Southampton to have a new rudder fitted.
